By they I mean the young. Look at Why You Need Coding Standards [Server Side Essentials] which is a scarily well written article by a 16 year old. No arguments with his points although a wider perspective (as in beyond PHP and into general good practice) would be interesting (although arguably not so much to the target audience).
I certainly was not this good at 16 or even ... (fill in as you feel is appropriate).
